Right to Perform a Safety Review in Filing Workman’s Comp Claim

In submitting workman’s comp case, how does one get the right to do a safety review of the workplace?

In this case, there appear to have been defective ventilation systems (lack of oxygen) and high magnetic fields in a place in which children were being cared for and none of this should have been in effect or part of acceptable practice. However, with the resulting workman’s compensation claim based on these believed problems, how does one file for the right to test these things? I need to do this, and am pretty much alone in going about it.
