Trustee Changed Locks

Have an odd situation where the trustee who is also a beneficiary changed the locks on a property that is maintained and bad been maintained by another beneficiary. Its a rental property. The trustee is being pursued and offers nade to buy them out. The trustee without notice to the beneficiaries changed the locks on the house and is requiring the beneficiaries to sign a waiver that they will not remove anything from the house. One can he do that and two when is the trustee in violation of acting on his behalf and not the behalf of all beneficiaries in a trust that says should you be difficult you get nothing
