thrown can at cyclist

So, I was riding my bike and a car overtook me, throwing a "non-empty can" at me. The person throwing the car was in the rear passenger-side seat. I was riding on the right side of the road. When I went to the Chelmsford Police Department to file a report, the officer told me that "unless the driver admits to throwing the can", that he cannot be charged. I have video of the incident, which I gave them, which shows all but one of the license plate numbers clearly. Is the true, or are they just not interested in pursuing what is clearly an assault case. If that can had hit me, I could have caused serious injury. I think that they don't care about my situation. I will call back in the next few days.
