Tenant Not complying with sanitary condition

I am a property manager and I'm having an issue with a tenant who has brought bedbugs and other pest in the building due to them not keeping unit in sanitary condition. They pay their rent on time for the most part but there is evidence by exterminator that they have trash/food on floor, beds are infested with bedbugs, they have a lot of clutter and unit is overcrowded.
Is there any way I can charge fee to tenant for keeping unit in unsanitary condition causing us expenses with extermination for their unit and neighboring tenants?
Can i charge for extermination cost or is there a limit to fees I can charge and what is the proper term for that charge?
