Supervisor divulging personal information

Recently I've been having a difficult time with my supervisor. She has taken to relaying personal information to other employees. I.E. telling my coworker who was not involved that she'd reprimanded me for something, telling me my coworker's personal life business, asking me personal questions about other coworkers, gossiping about one of us to the other, etc. Is this illegal or just unethical?
