Settlement Agreement

If a Plaintiff ("John Doe, Individually, and In His Capacity As Attorney-In-Fact For Steve Doe"), initiates a civil law suit against Defendant, George Smith, is Steve Doe considered as a "Party" to the Law Suit, AND, subsequently, if there is a Settlement Agreement between the Parties, wherein John Doe sings the Settlement Agreement as "John Doe, Individually, and In His Capacity As Attorney-In-Fact For Steve Doe", is Steve Doe considered as a "Party" to the Settlement Agreement? Thanks, in advance, for your reply.
