Second Health Care Proxy Signed

My parents recently entered a nursing home.

Prior to entering the nursing home, a health care proxy was executed naming 2 of my brothers as proxy.

When entered into the nursing home, documents were executed indicating that both my mom and dad were incompetent to make decisions.

Subsequently, my sister coerced my mom and dad to sign another proxy agreement, assigning my sister as proxy.

Is the second proxy valid...does it take precedent over the original document?

Can her actions be construed as elder abuse, as they were distinguished as incompetent, therefore can not be coerced to sign the subsequent proxy agreement?
