Property management problem

I have a house that`s under a property management company. This month I found I got some extra charge, but I didn`t get any notification. Thus, I called and they told this is for cleaning the mouse. I asked for the receipt but they never send it to me. Thus, I called the neighbor and he asked the current tenant. My neighbor was told that there is not mouse cleaning and nobody has ever visited.
What should I do? Is this normal?
