Is a one time withdrawal from a ROTH IRA counted as income for Means Test

Is a one time withdrawal from a ROTH IRA counted as income for Means Test if it was taken during the 6 month lookback period? I have seen conflicting opinions about this on the internet, though I wanted to confirm that in Massachusetts, although a one time withdrawal needs to be reported as a transaction it does NOT count as income in the MEANS TEST calculation. If it does count as income, then I assume it would make sense to delay filing until six months have passed since the withdrawal.
