Landlord making excessive noise downstairs doing construction

My landlord did not tell me prior to signing the lease that he would be doing construction downstairs. He is using power tools and it is disturbing our peace. He does it on the weekend (Saturday and Sunday from 8am-4pm) and weekdays. He claims he is following the town's "Noise Oridinance" and is unwilling to give us a schedule of his construction. Even though his construction is during the day time, I'm surprised he can make as much noise as he wants. It doesn't make sense that I can make as much noise as I want during the day as long as I'm following the "Noise Ordinance", even if I am disturbing my neighbors. I also don't think he has a permit to do his work. Is my landlord allowed to make as much noise as he wants during the day?
