Car Loan Responsibility After Death

My Father passed away last month and my mother (married) is trying to figure out how to navigate everything. He had a car loan in just his name. Is she responsible for paying this off? She went to the bank to talk about this, but they changed the subject to her selling the car and continuing payments. The problem with this is the bank still has the title. He owed 11,000 on the car and the bank said they can contact the place where he bought it to buy it back. They said they most likely will get about 8,000 for it, so she would have to pay 3000. Is this her only option? Should she let them just repossess the car? Is it her responsibility to pay the rest of the loan even though her name was not connected to the car?
