LOL. Sorry, I know this is not funny to you, but I am always amazed at the odd ways neighbors behave (in this case, them, not you). What did the police say? I'll bet they were not happy to be called and told the neighbor it was a civil matter, not criminal.
If these people are 'unstable', build your own fence, right on the property line, so you do not have to see the grass. Good luck,
