When do the 14 days officially start?

I want to evict a tenant for failure to pay rent and have sent him a 14 day notice to quit or pay rent by certified mail. The status of the delivery is "Notice Left". He appears to be refusing to pick it up. Is this a legitimate stall tactic?

Before filing the eviction do I have to wait 14 days from the day I sent it, the "Notice Left" date, or does he have to sign for the letter first? If he refuses to sign for the mail, what else do I need to do before filing for an eviction?

Service is not complete until the tenant actually 'receives' notice as that term is defined by MA law.  See this article re service of notices and process.  As described in that post, I would not mess with certified or registered mail, especially with a tenant who plays games, but would use a constable.  Good luck.
