I was told to take 2 days off this week, due to lack of work. Employer will not allow me to use vacation time to cover this. He has a part time guy that works with us, but he has a full time job away from the company. That guy did work the 2 days I was told to stay home. Is the employer allowed to do this? I am an electrician.

Are you under contract or with a union? If no, then I am afraid the answer is yes the employer is allowed to do that. As an at-will employee, the employer has the right to set the terms and conditions (including schedule). If you were unionized, then union rules prohibit these sort of practices.
