If I file bankruptcy (chapter 7 or chapter 13) will that prevent the utilities, both electric and gas, from turning it off? I owe about $1000 on one and about $800 on the other. Neither utility has told me yet that they are going to turn off, but I guess it will happen soon if I don't file bankruptcy.

Yes. Once you file your petition for bankruptcy and the automatic stay goes into place, the utilities are prohibited from attempting to collect any pre-bankruptcy debts. Turning off the utilities is definitely an attempt to collect the debt. You should think about hiring a Massachusetts bankruptcy attorney, someone who can look over your situation and help you choose the best approach. Your attorney can also give you valuable information about how to proceed after the petition is filed. For example The United States bankruptcy code allows a utility company to shut your service off 21 days after you file your bankruptcy petition if you are discharging a debt that you owe to the utility company. To avoid the shut off, you may have to pay a post-petition deposit. See 11 USC Section 366. For more general information about your options, visit our MA Bankruptcy Discussion Forum.
