I had been living in my current apartment in Cambridge on a one-year lease up until July 31st of this year. There was no clause in the lease specifying that it would renew itself automatically upon termination, but the landlord did approach me about resigning for another year. I stated that I wanted to and requested that he mail me a copy of the new lease that I could sign and return to him. Despite stating that he would, I have still not received it in the three months since then. My roommate and I have repeatedly called, written, and spoken to him about receiving a new lease for us to sign but we have gotten a steady stream of "I've been busy"s, "I forgot"s, and "I've been meaning to get around to it"s. He may just be lazy/forgetful but our suspicion is that the delay is attributed to the fact that we would force the repair of a 4-month broken dryer that was guaranteed under the old lease.
Basically, my question is if there is a way to pressure him in to providing a lease since his constant assurances that he will "get around to it" are dissuading us from looking for a new apartment.

You can't 'force' a lease. My understanding of the law on this point is that when you convert to a month to month tenancy, that tenancy is under the same terms as the expired lease. Also, you might want to check with you local inspectional services office because, while landlords are not obligated to provide appliances (other than the stove/oven), I believe they are obligated to maintain any appliances they do supply.
