a gas stove and a fridge with an icemaker...are those items able to be removed by the tenant when they are moving out or are they considered fixtures of the home?

If a tenant bought and installed the appliances, then he may take them with him when he moves out. However, the tenant should have a licensed plumber do the work of disconnecting the water and the gas line to insure that no damage is done to the building (or to other residents).
