When a city forecloses on a property for past due taxes and places it up for auction, does any right to first refusal still hold? At that point when the city auctions off the house is someone who had a right to first refusal still able to act on it for the auctioned hi bid price? Or are they able to act on the right to first refusal at the amount owed the city in taxes and fees?
