If keeping a secuirty deposit for payment of unpaid residential rent, is there an official form that needs to be given to tenant notifying them why the security deposit is being withheld or can a letter notifying them of this action surfice?
The teenat was given a notice to quit and left before the 14 days. They are 6 months behind on rent so the security deposit only pays partial amount.

I don't believe there is an official form, but you should supply some type of statement. You can find a form in most of the books about LL/Tenant law in our Books section. Essentially, the form should spell out the sec. deposit paid plus any accrued interest and subtract the amount owed for rent. Yous should spell out the amount still owed in rent and ask the tenant to pay it. You will not have to,but if you are also using the deposit for damages, you need to attach an accounting with receipts.
