Rights of victims/ confidentiality of police records?

A few weeks ago, some young people (not sure if they were over 18 or not) in a moving truck tried to assault me (through something heavy that could have caused serious injury at me and just missed) in a random attack. I got the license plate and filed a police report/complaint. This all happened in the town where I live.
Days I checked back with the police, they said they spoke with owner of the car and that the matter is closed saying that 'they' won't do it again. I asked for the name of the car owner and other information they have and they refused to provide it to me. I eventually complained to the Chief to no avail.
Am I entitled to this info? Can I ask a lawyer to try to get subpoenas for owner-information from the RMV and/or the police's internal reports? Would such a subpoenas be granted?
