I own a condo on the third floor of a three story building. About a year ago Verizon Fios came in to feed the wires to the units for those of us that wanted to switch to Fios. I wanted to switch, and the management company had full access to my unit to allow them in for the wiring. I had assumed that the work was done and scheduled Verizon to come and install the cable boxes etc. When they showed up they told me the wiring had not been done in my unit. I called the management company and they told me that the woman who lives below me would not allow them to drill a small hole in her closet to allow the wires to be fed into my unit, therefor not allowing me to have the service installed. (They also say that this is the only path they can take to get the wiring upstairs). Is she allowed to refuse this? I was under the impression that there were certain things (like heat/phone) that had to be provided and something like this couldn't be refused.
