Is Breach of contract on the part of a seller fraud? My purchase and sales agreement and my deed both say that the property is to be conveyed in accordance with Ma law and filed CCRS, but it wasn't. Do I have any recourse?

Breach of contract is a failure to do something required by the contract.  Fraud is an intentional misrepresentation that the other party relies on, resulting in damages.  They are two separate causes of action.  Depending on the amount of money involved, you should discuss the facts and circumstances with a local attorney who does real estate litigation.
