My sister and I inherited my mother's house. My sister wanted to sell, but I didn't. She filed a Petition to Partition. The case was heard by a judge who subsequently ordered the sale of the property. I wanted to buy her share in accordance with the terms set forth by the judge. The commissioner had the house appraised, I had it inspected by the fire department, and arranged financing adequate to buy her out. She now was out of the deal (don't know why). Since this is a court-ordered sale that she asked for, can she now back out or get out of the court's order?

Petition to partition
I will assume that there is not way you can talk to your sister and find out why now, after seeking the petition to partition, she has changed her mind. It would be nice to know, obviously. The court has issued an order for the house to be sold. So, the house is going to be sold. You may need to go back to the court that issued the order to ask it to compel your sister to abide by the terms of the order. Good luck.
