Offered lower grade job and lower pay

I work as a clinical nurse manager for a home care company. I am a salaried 25 hour per week employee. I was just notified that they are closing my branch office in December. I have been offered a different job. Lower grade and also a significant pay cut at another office working the same 25 hours. Can I apply for unemployment based on the fact that they are abolishing my position and offering me a job that is not a manager level as well as the cut in pay. How should I word my resignation?
