The house I live in contains four apartments. I have lived here longer thatn any other tennant combined. I've been here eight years.
My neighbor, whose bedroom is adjacent to my eight year old daughters, insists that he can play his rap music as loud as he wants for as long as he wants. With no reguard for the fact that his bass shakes my walls.
I recently contacted the community policing officer in my town and found ouy some very interesting information. It seems that if a noise complaint is made often enough the person in violation can be fined. The interesting part is that the landlord too will be fined for allowing the harassment to continue. I am wondering how much is this fine? Because the neighbor in question still insists that "I pay my rent and can do what I want".
It is my understanding that if someone is causing a noise problem, no matter what time of day it is, it is a violation. I just wish this ordinance were enforced.
Does anyone know why it is not enforced, and why my family should have to suffer through the psychotic rantings and outbursts of our neighbors???

Well . . . I think the police will enforce it if you make enough complaints (and you should). Your landlord also has an obligation to take steps to protect your quiet enjoyment of the premises, even if that means evicting the other tenant. I do not know what the fine is, however.

Thanks for the advice. Although the neighbor in question has a police scanner. When I call on them they hear the dispatch and have the music off before the police get here. Making me look like a liar. Any advice there?

LOL. Well, once the police are away from your neighbor, you could explain what happens and politely ask them to circle back to your home in 30 minutes. Good luck.
