I received notice from the trustees of a new move in / move out policy which charges for every move in and every move out. The problem is that I think it violates the By-laws which read:
The rules and regulations set forth in Exhibit A attached hereto shall initially govern the operation of the Condominium (such rules and regulations together with any new, amended or substituted rules and regulations hereinafter called the "Rules and Regulations). The Rules and Regulations shall be deeded to be a part of the By-laws of the Condominium for all purposes. The Trustees, with the consent in writing of Unit Owners entitled in the aggregate to not less than fifty-one percent (51%) of the beneficial interest hereunder, may hereafter, at any time and from time to time, amend or rescind the Rules and Regulations or adopt new Rules and Regulations governing the details of the operation and use of the common area and facilities, and setting and maintenance of the Unites and the use of the common areas and facilities as consistent with provisions of the Master Deed and are designed to prevent unreasonable interference with the use by the Unit Owners of their respective Units and the common areas and facilities.
Can they put a new rule in place, without a vote?
