My father passed in Feb. without a will and i wanted to know what i need to file

All i need to do is close his bank account and switch his car to my name. I live in NH and have been getting the run around i am low income myself so i cannot keep taking time off work to go down the courthouse and my brother lives in Washington state so he is to far away to help i did file volentary administrator but paperwork was sent back because i dont live in mass, also do i have a time limit that i need to get it done by?
