I have a one year lease that is due to expire 7/31/10. The landlord is saying that I either have to sign a 1 year extension, move out, or pay an additional $100 month over the increased rent amount of $15. Is this legal? Seems to me once the year is up, it should revert to month to month without the $100 monthly penalty.

Not sure I understand the question and the amounts mentioned. However, when the lease expires, you are no longer entitled to live in the unit. The landlord can ask you to sign a new lease, to sign and tenancy at will agreement, or ask you to move out. The landlord can charge whatever amount he or she likes for the lease or for a tenancy at will, and you have the right to decline and walk away.
