My cousin, 14-year-old, who is from Taiwan, loves to come over to the states for his education. His parents agree and my uncle who is a U.S citizenship also agree to take care of my cousin.
I went to consult the city high school and found out that my uncle needs to apply the custody for my cousin.
So, I went to the District Court right away to get more information, and they told me there is a new laws came out April, basically saying that my Uncle doens't need to apply for custody for him anymore, all he needs is to fill up the affidavit of caretaker, it's 2 pages forms compared to 14 pages form for custody.
On the back of the form, the Notary part, it mentions "Commenwealth of Massachusetts", is that mean the notary process needs to be perform in the US?
My uncle would rather prefer the notary process be performed in Taiwan, so that he could have all the paper done and my cousin can apply a student VISA in Taiwan. Is it possible to do that?
