Mass General Law 266_120B: What if permission is granted but the landowner wants to delay the repair as it creates a hardship

If a landowner agrees that the abutter may come onto the property to repair a wall but feels that the schedule is a hardship and wants to them delay the repair, does this law still permit the abutter to mandate when they do the work? The abutter is scheduling the repair in the middle of summer which restricts use of the space to the landowner. They also waited 60 days from notfication of their need to have access for the repair work. The abutter is saying that they can use this law as we are "refusing" to let them in on the dates that they want.
