Can someone please direct me to the actual law in the Mass Motor Vehicle law book that says I can't have a clear license plate cover to protect my plate. All I can find is Chapter 90 Section 6 that says it can't be "obstructed" and the numbers must be legible. My girlfriend almost got a rejection inspection sticker because of this. I called local police, they said it was fine as long as it doesn't block any words (like many frames do). I called state police and they said NOTHING can cover the plate because even clear covers get scratched, etc. The inspection station mentioned radar reflective purposes and neither law agency mentioned this so it sounds like it's subject to interpretation. I don't like that. I want what the law says! Can anyone help me please and tell me where it is in the law books!?!?!

In addition to the prohibitions spelled out in Massachusetts General Laws Chapter 90, the display of license plates is covered by certain regulations. Below is the text of 540 Code of Massachusetts Regulations (CMR) 2.23:
2.23: Display of Reflectorized License Plates
(1) On or after August 1, 1969, no reflectorized number plate issued by the Registrar of Motor Vehicles and mounted on any motor vehicle or trailer shall be covered with any glass, plastic or similar material if such material reduces the legibility or substantially diminishes the reflective qualities of such plate.
(2) Any such number plate covered with any glass, plastic or similar material which reduces the legibility or substantially diminished the reflective qualities of such plate shall be deemed not to be maintained in good order, and in violation of the provision of said M.G.L. c. 90.
(3) Nothing contained in 540 CMR 2.00 shall be construed to prohibit the use of any metal or other frame covering, the border of any such reflectorized number plate so long as such frame does not cover or obscure in any manner the register number or any other words, symbols or numbers lawfully imprinted on or affixed to such number plate.

License Plate Coverings
I am extremely anal when it comes to having a clean vehicle as well as a license plate in prestine condition. In order to maintain the overall condition of the plate, I have placed a clear plastic cover, purchased in an auto parts store and placed it over the plate and in between the plate frame. The only verbage that it covers is the Spirit of America. Massachusetts and the license tag are chrystal clear at more than 60 feet as the law specifies.I think that it's crazy for keeping the plate clean and legible even though the "Spirit of America" may be covered. This law established in 1969 or more than 40 years ago, is obsolete.
License plate motto covered
There was a case in New Hampshire (WOOLEY, CHIEF OF POLICE OF LEBANON, ET AL. v. MAYNARD) in which the state's supreme court held that the state could not penalize a driver who wished to cover up the "Live free or die" motto. That was a free speech issue, but perhaps you are offended by the "Spirit of America" motto.
