If the landlord did not return a signed copy of the lease to the tenants within 30 days, is the lease still legally binded? Or is it considered Tenant-At-Will now?

I believe if the landlord violates this requirement, the lease is voidable by the tenant.  G.L. c. 186, §15D.  And he can be fined up to $300.
