Landlord switched from oil to gas furnace. Does he have to reimburse me for oil left in the tank?

In my lease I am responsible for paying for heating oil. In February my landlord told us not to put a lot of oil in the tank because he would be replacing it in May. He installed the gas furnace in July and disconnected the oil tank. The oil tank is still in the basement with 70 gallons of oil in it. The landlord is refusing to compensate me for this oil and is suggesting I pay to have someone come remove the oil at no expense to him. Is he legally allowed to do this? Can I deduct the cost of the remaining oil from my rent since I paid for it?
