I rent a room in a house in Boston that belongs to an investment company. The person who lives down stair directly below me plays music very loudly and it's been very disruptive to my life. He's loud all day, loud music during the day, loud parties at 2am or 3am.

After I moved in in December last year, I started complaining to the building manager. Every time he would say he'd talk to that person. He did. But nothing changed. I complained at least 20 times.

Finally one night there was a huge party with dozen of strangers hanging around inside the house. I complained again. The building manager came over to see it for himself. He finally sent my roommate a formal letter saying if this happens again he'd be evicted.

After that things were quiet for a few weeks. But over the last week the loud music and parties returned. I called the building manager many times, always got his voice mail. I left him 6 or 7 messages already, complaining about the situation. He never returned my call.

I researched Boston's noise ordinance. Between 11pm & 7am the noise level is supposed to be below 50 dBA. For the rest of the day it's not to be louder than 70 dBA. The noise level in my room no doubt goes above that frequently. So my roommate is breaking the law.

I called the police station. They told me to call 911. I did, and was told that they'd send someone over. But nobody showed up. This happened twice already over this weekend.

What can I do? The police are ignoring this. So is my landlord. The lease states clearly tenants are prohibited to make noise that would disturb other tenants. So my roommate is also breaking the lease.

Can I hold my landlord responsible at this point? If so, how?

Please help. This is really affecting my health. My physician could attest to that.
