Not sure. Massachusetts General Laws Chapter 272, Section 53 states in part: " . . . persons guilty of indecent exposure may be punished by imprisonment in a jail or house of correction for not more than six months, or by a fine of not more than two hundred dollars, or by both such fine and imprisonment." Prosecuted indecent exposure usually involves genitals, as with a flasher, but probably also includes exposing breasts in places where it would cause concern or alarm on the part of the public. (Massachusetts, like many other states, does have a law specifically allowing breast feeding in public.) Also, you need to talk to the powers that be in the towns you mention to find out if they have any local ordinances on this subject. Good luck.
