I need to evict a tenant who has been lying to me and refusing to pay rent. Should I go to the Massachusetts Housing Court or the District Court?

You can go to either.  However, especially if you are representing yourself, I would recommend Housing Court.  They have 'housing specialist' who are available to act as mediators for the parties before going before the judge.  In many case, especially when there is some acrimony between the parties, the housing specialist can help both parties reach a settlement. The mediation is not binding (until both parties sign a settlement agreement), and you can still go before the judge if no agreement is reached.
