Help! Illegal rent increase/eviction?

Landlord sent someone to fix the toilet, determined that our apartment was not clean enough, and has now issued a new lease with rent increase and a letter detailing lease violations. It says at the end that we:
Must be compliant with the new terms within 14 days of the notice;
They will conduct random inspections of the property from now on,
If we are not compliant, we will be evicted and have 7 days to leave.

We are on a 12 month lease that is not over. We did violate terms of the lease (pets, got verbal but not written permission). There is no court date written on the letter that he gave us.

Does this count as a legal Notice to Quit? Do we actually have to leave in 3 weeks? He's kicking out our cats and raising the rent higher than we can afford, so we will NOT comply, but I know that I have the right to stay here until eviction proceedings are through.

You are correct: you do not have to leave until the landlord obtains a court order for the eviction. However, if you want to stay in the apartment, you should work with the landlord and remedy any lease violations.
