Health Insurance Termination before COBRA election?

On Friday I lost my job thru a workforce reduction. The next day my wife went to fill a prescription and was told that we have no health insurance coverage. She had to pay the entire amount out of pocket.
The question is: Can employers legally terminate health insurance coverage prior to COBRA election?
