I am negotiating with an insurance company for a settlement but the adjuster says I have to give her my social security number before they can issue a check for the settlement. Is that legal or required in Massachusetts?

Yes. Massachusetts law has established something knows as the Payment Intercept Program, which requires insurers to perform a check with the Department of Revenue before issuing the settlement check. The idea is to make sure you do not owe money to the state (taxes, etc.) or owe child support or other obligations to others.
Also, I can't let a question like this go buy without issuing my usual warning: Unless this is a minor incident with a small amount of money involved, I would consult a MA personal injury lawyer before agreeing to a settlement. Even if you think the amount in question is small (because, for example, the adjuster told you so), an attorney might have other ideas about the amount of money you may be entitled to. Good luck.
