I think I've got this confused. Is the requirement for taking a financial management course for chapter 7 bankruptcy the same as the credit counseling thing I read about? If they are different Do they both happen at the same time? If not, when do I take the financial management class and where?

No, it's two different requirements. Follow this link to a post about he credit counseling requirement.
Under a Chapter 7 bankruptcy filing, you must complete a 'personal financial management' course before a discharge will be entered. If you have a bankruptcy attorney, she will be able to help you find an approved program. If not, follow this link for a list of approved debtor education agencies. Once you have completed the program, and sometime within 45 days after the first date set for the creditor's meeting, you must file a Debtor's Certification of Completion of Instructional Course Concerning Personal Financial Management. I agree with the editor and would like to add the following. You need to complete both courses regardless of what chapter you file under IF you are an individual debtor. Businesses are not required to complete the course.
