Employer breaks trade license laws, encourages unsafe practices do I have the right to quit if expected to do illegal acts?

My employer is a complete scumbag. I am expected to perform work that is supposed to be contracted out to a licensed plumber, or sometimes electricians and have been doing it for the past year. He has the people with the license pull the permit then sends unlicensed people to do the work. I am made fun of when I where gloves to protect my hands because they slow me down a little bit, have been told to work on a pitched roof covered in ice without being provided fall protection equipment. He tries to cover his butt by saying be safe but anyone who knows the trade knows he is not providing the equipment or time to do it safely. Is he responsible to come up with specifics on a safety plan and equipment, or am I? I go along because I am afraid of ending up without a job or unemployment. We also deal with disposing of mercury and have been told to throw it in the dumpster. I am constantly rushed and given unrealistic time frames, have to take emergency calls 24/7 for a third of my life and I have made it known that the stress is effecting my health. I have been talking to myself which I never used to do, I have made a concious effort to stop and can't, I tend to get upset when running emergency call due to the lack of sleep. When I get angry lately I can feel the main artery in my neck start fluttering and am fearful of having a stroke. Anytime I bring up any of these things I am told "Tough, that's just the way it is.". Do you think I would have a good case with unemployment if I quit my job? What would I be required to provide as proof? I've seen this guy steal peoples tools after they quit, he tried to sue one guy for things missing off the truck. That sounds reasonable until I found out the truck was never fully stocked to begin with. I just did my own inventory and found five pages of items that were never put on the van the first time it was stocked. Every time I am at a job and I don't have something that is on the inventory list I am held responsible. I know some of this is not illegal, but I am just giving you an idea of how this man operates. I need to come up with a plan to get out of there, but that may take a while due to the job market. I tried telling him I've had enough and attacked his ways of doing things hoping he would let me go but that did not work either. Can anyone out there help?

Two things:  First, it is apparent that you need to make some changes, for your health and safety and also because you do not want to be involved in illegal activities (such as the illegal dumping of mercury).  Second, this is not my area or expertise and, since your physical and economic well-being is at stake, I urge you to consult an attorney who works with whistleblowers to get some guidance about how you should proceed. Rather than acting in accordance with my uneducated opinion, you should have a plan that protects your job (if that is what you want) and also protects your health.  Some attorneys in this area of practice may offer free consultations (just Google MA whistle-blower attorney), but even if you have to pay for an hour of their time, I think it is a good idea.  If you absolutely have no money you can try to find a legal aid attorney to help.  Check out this site: http://www.masslegalhelp.org
 
There are numerous federal and state laws that protect Massachusetts employees who make verbal or written complaints about thier employers' fraudulent or illegal activites.  Massachusetts law also prohibits employers from firing an employee who refuses to perform illegal activities.  So the law is on your side.  Follow this link for a fact sheet for whistleblowers published by OSHA.  Good luck.  http://www.osha.gov/OshDoc/data_General_Facts/whistleblower_rights.pdf
