There are three women where I work all doing pretty much the same job. The other two got cost of living increases but I didn't because my boss said my job performance was poor. But I also took off three months of maternity leave and I think that could be the reason why I didn't get my raise. Is that legal?

Clearly, if your employer denied you a raise because you took leave pursuant to Massachusetts or federal law, that would be illegal discrimination, and you would have a valid claim against the employer under one of several theories, including, potentially, a violation of the Massachusetts Maternity Leave Act. However, that answer assumes that the employer had illegal motives for denying the raise (to punish you for your maternity leave). I would suggest that you try to think objectively about your performance over the last year. If you honestly believe it has been good, and if the employer never complained before the maternity leave, you may want to talk to a Massachusetts employment law attorney. Good luck.
