Condo trustee violations

I'm an owner of a small (6 owners) self-managed condo association. Long story short...the trustees continue to violate/ignore the master deed/by-laws and refuse owner's request to comply. I have brought this to the attention of the Attorney General's Office, but I was told that they do not get involved with these types of issues, and referred to a condo community group service that was absolutely no help. I also spoke to a local lawyer about my legal rights, but he was unsure of which legal route to take. Since this is not a direct monetary action it does not qualify for small claims court. What other legal recourse is available to process a complaint under these circumstances ????
