Condo - electrical/ac problem extends into common area/adjacent unit

I am a condo owner (garden style unit) and my central air stopped working almost 4 weeks ago. I have had an hvac repair tech and electrician look at it. The condenser is on the roof (I am on the 4th floor of a 5 story building) both have said that the condenser is not receiving full power and I am either crossed with another unit or have a broken wire. I am still trying to confirm which unit I may be crossed, but there are over 50 units in the building and several people have moved out and turned off their electricity while the unit is unoccupied. I have asked the management company and the developer (sole trustee of the condo association) for electrical/floor/hvac plans, etc… but they have not provided them. Can I take legal action against either to provide this information to me? In either case is the developer responsible for paying for (at least part of) the repair, particularly if a common wall needs to be opened up in order to gain access to the wiring? It is my belief that is due to faulty wiring. It is a converted mill building (converted 5 years ago) and there are many documents from the town building and electrical inspectors during construction that stated much of the work was done up to code during the conversion process.
