Condo Association's Right to Access Unit

Under Mass law does a Condo Association have the right to access a unit without the permission of the unit owner. Specifically, can an association compel unit owners to provide keys for access through fines, etc.

You can probably find the answer to that question in your condo documents.  Typically the condo association board has the power to enforce the condo rules, often by imposing fines.  If there is no rule regarding the key, you will have to see if the docs authorize the board to create and enforce new rules.
