Cerebral palsy as medical negligence in MA?

A dear friend of mine has a one year-old child with cerebral palsy. I would never talk to her about this, but isn't that condition sometimes caused by medical negligence during birth? As far as I know, she's not interested in pursuing the matter, but I'm curious. Thanks.

Yes, sometimes cerebral palsy can be caused by medical negligence during birth, such as when the doctor fails to deal with a loss of oxygen supply to the baby as it travels through the birth canal.  The condition can also develop as a result of negligent care of the baby, especially premature babies, immediately after birth.
