I quit a job two weeks ago and now my boss says she's not going to give me my last check until I return a vacuum cleaner to her that she says I stole. The thing was taken from the car while I was on a job for her but she does not believe me. Can she hold on to my check like that.

No, she cannot. When you quit, MA law requires your employer to give you your last check on the usual pay day. Follow this link for an explanation of when employees should receive their last paycheck.
The law in Massachusetts also prohibits employers from withholding checks or making unauthorized deductions from paychecks. If your employer believes you stole the vacuum, she should file a separate claim against you, perhaps in small claims court.
