Board of Trustees and Mass Open Meeting Law

Does MA Open Meeting Laws apply to Condominium Board of Trustees? Specifically, is it against MA law for 2 or more Trustees to secretly meet (not informing other Trustees of their meeting), discuss and make decisions on behalf of the entire Board? Would this be a violation of the Open Meeting Law or does the Law only apply to State and Local govenments and not Condo Boards?

My understanding, and that of the AG (http://www.mass.gov/Cago/docs/Government/openmtgguide.pdf) is that the law only applies to government bodies. However, your condo docs will almost certainly have something to say about open meetings and executive sessions.
