Automatic Restraining Orders and Flexible Spending Accounts

Hello,

I was wondering if the 411 automatic restraining order applies to "pre-paid" credit cards for health insurance flexible spending accounts. Would I be in violation of the restraining order if I limited the other party's use of their card?
