My lease ends on May 15th and I'm moving out and am on good terms with the landlord.
My landlord wants to make some improvements to the unit before I move out so that he can rent it out ASAP and/or make it easier to find a tenant. These are improvements that are not necessary to prevent damage (e.g. fixing a leak, etc) and not due to any damages by me. For example, he wants to replace the shower/tub stall, paint, replace carpets.
I would imagine that there's no legal basis for him to get such access to do this if I refuse. Is this true? I want to be to helpful but I don't think its fair to have a couple days of construction going on during my last two weeks.

No, I don't think you need to let him in. Unless he is trying to make repairs that are required to maintain the habitability of your unit, you are not under any obligation to allow the construction.
